
NYS EMISSIONS
INSPECTION
Amendments to the 1990 Federal Clean Air Act require New York State to participate in an enhanced vehicle inspection and maintenance program aimed at reducing emissions from passenger cars and light duty trucks. This program is referred to as NYTEST, which stands for "New York Transient Emissions Short Test".
As of January, 1998, the inspection and maintenance program used in the New York Metropolitan Area was upgraded to meet federal standards, and a new program was initiated in the remainder of the state.
ABOUT THE NEW TESTING
METRO AREA:
The metropolitan area is defined as the five boroughs of New York City, and Nassau, Suffolk, Rockland and Westchester Counties.
The new metropolitan area test provides a comprehensive inspection of a vehicle's air pollution control system using sophisticated testing equipment. Testing is done according to vehicle age, weight and type as follows:
- Models 1981 and newer, weighing 8,500 pounds or less, are checked for excessive emission using an idle test. This test started in early 1998. In November 1998, testing included the use of dynamometers. Model year 1996 and newer will also undergo a check of the vehicle's on-board diagnostic computer.
- Vehicles 25 model years old, up to and including 1980 model year, gasoline powered vehicles weighing more than 8,500 pounds and full-time, all-wheel-drive vehicles receive the idle speed tailpipe test only.
All vehicles receive a gas cap integrity check and a visual inspection to detect tampering or malfunctions
of the air pollution control devices.
Testing is to be done annually. The emissions test fee is $25, plus $10 for the safety inspection. The fee reflects additional labor and testing equipment costs.
UPSTATE AREA:
The upstate areais defined as the 53 counties excluding the five boroughs of New York City, and Nassau, Suffolk, Rockland and Westchester Counties
The new upstate test includes a visual inspection of the air pollution control devices and a gas cap check.
Testing is to be done annually. The emissions test fee is $4, plus $10 for the safety inspection. The fee
reflects additional labor and testing equipment costs.
VEHICLES EXEMPT FROM TESTING
Vehicles less than two model years old, or more than 25 model years old, diesels, electric vehicles, motorcycles and vehicles with historic or farm equipment registration are exempt from new emissions inspection. Annual safety inspections are still required for all vehicles.
IF THE VEHICLE FAILS INSPECTION
Federal law mandates that failed vehicles not receive a sticker and may be denied registration. Owners are required to make repairs to bring the vehicle up to standards. If repairs costing $450 or more, are made and the vehicle still fails, a one year waiver may be issued. The repair cost threshold will be adjusted annually with the the Consumer Price Index.
Stations conducting emissions inspections must be certified by DMV.
WHERE TO GET AN INSPECTION
Many of the station dealers supplied by Barrier, have made a considerable investment in time and money in order to obtain the latest testing equipment and to receive the proper training in order to participate in the new NYS emissions inpection program.
